All of Maryland's enclosed workplaces, including restaurants, bars, and private clubs, are 100% smokefree as of February 1, 2008. Maryland's statewide smokefree victory followed years of hard work to enact strong smokefree laws at the local level, which covered 50% of Maryland's population, including laws in Montgomery County, Howard County, Prince George's County, Takoma Park, Kensington, Baltimore and Rockville.

We didnt have any money, we just had time and the idea, Duncan said. We knew we had the right thing to do, and it was represented by Kathy. Talbot's ban that was passed in 2004 was taken up by other counties, leading to the statewide Maryland Clean Indoor Air Act of 2007.

Maryland Hospital will not Hire Smokers

The Anne Arundel Medical Center in Maryland announced that it will not hire anyone who smokes or use tobacco. While some people might find the new hiring policy discriminatory, the act is legal in many states in the United States. According to the American Nonsmokers' Rights Foundation, 81.6 percent of the U.S. population lives in "workplaces, and/or restaurants, and/or bars, by either a state, commonwealth, or local law" that have smoking bans. As of January 2014, 28 states implemented a statewide smoking ban including Arizona, California, Colorado, Connecticut, Delaware, Hawaii, Illinois, and more.

I said I would rather not spend an evening breathing other peoples smoke. He was surprised, saying that smoking is not permitted in VFWs in Maryland. He went on to explain that Maryland had discovered that members-only clubs that permitted smoking were selling social memberships that allowed smokers to buy their way in for the primary purpose of finding a place to support their smoking habits. Maryland closed a loophole; VFWs, as well as other private organizations, became smoke free.

Certainly, the risk posed by secondhand smoke -- even outdoors -- is not in doubt. A 2005 University of Maryland study found that even in open areas, people need to be at least 23 feet away to fully escape the effects of smoking. On a crowded beach, such a distance isn't always possible.

Recognizing this risk, many other communities have moved to ban smoking in public parks and other popular outdoor venues in recent years. . . .

Promoting good health is an approach that ought to help, not hurt, the tourism trade. Ocean City officials might also investigate what steps the town could take to help visitors avoid over- exposure to the sun and the risk of skin cancer. Perhaps offering more shaded areas around the Boardwalk, promoting the use of sunscreen or running public service announcements about the risks of melanoma on cable television would be worthwhile, too. ...

There are good reasons to consider a smoke-free beach and Boardwalk. Take, for example, the issue of trash and littering. People who would never consider leaving behind cans or wrappers on the beach will tuck cigarette butt after cigarette but into the sand -- out of sight --and never think twice about it. According to www.earthresource.com, more than 4.5 trillion cigarettes become litter worldwide each year, making them the most littered item in existence. On the 2000 Coastal Cleanup Day, 230,000 cigarette butts were picked up on California beaches alone --the No. 1 item found in the sand. Resort officials should balance their fear of a loss of business over a ban by considering the loss in revenue from nonsmokers who choose smoke-free beaches because they do not enjoy sitting on sand that has been used as a giant ashtray or the smell of smoke wafting on the ocean breeze. ...

OCEAN CITY -- One Ocean City council member wants resort voters to decide whether to ban smoking on public beaches. Her fellow council members, however, don't think many people are clamoring for any such restriction.

"I really just wanted to send it out to the people," said Councilwoman Margaret Pillas. "If it's a straw poll, that's fine. I want our community to say what they want. It's a question that needs to be asked of the voters."

Pillas brought up the issue at the council's Aug. 2 meeting, saying she thinks it should be a ballot question on election day. OCEAN CITY – A future ban on smoking on Ocean City’s beaches and Boardwalk will get at least a little lip service after town officials this week agreed to discuss the issue, or more specifically to discuss adding a public opinion poll question on the topic to the upcoming town election ballot.

At the close of Monday’s Mayor and Council meeting, the issue of exploring the possibility of a smoking ban on the resort’s beaches and Boardwalk was brought up as part of a larger discussion about adding public opinion questions to the town’s election ballot in October. Thanks to several laws in the last few years, the DMV area is a smoke-free region in public places. For non-smoking patrons, public smoking bans are a beautiful thing. No more worries about second-hand smoke after going to a bar, no more worrying about your family being around smoke unnecessarily. And generally, just a little bit more fresh air in a crowded restaurant can’t be a bad thing, right?

The specific ban passed by the state of Maryland in 2007 (the Clean Air Act) goes beyond restaurants and pubs – it actually includes outdoor sports venues like FedEx Field. Up until the ban went into effect at the beginning of 2008, FedEx Field actually had a few places designed for smokers, including a nifty cigar bar on the loge level called Club Macanudo. The club was only open to those seated in the premium areas and offered full service meals in addition to allowing patrons to smoke cigars. Once the smoking ban began, the club was no longer able to serve patrons food and drink, and even though it lasted as a simple cigar store for one season, it closed after the 2008 campaign.

This is Dan Snyder we’re talking about, though, so if there is a way to make some coin, he’ll find it. Snyder has secured an exemption from the Maryland Clean Air Act with a new cigar store/establishment on the Joe Gibbs Level with a small technicality: instead of branding it as a cigar bar, the renamed Montecristo Club is now a “tobacco shop.” ...

Developers in Montgomery County say they are responding to a local and national trend as they open smoke-free apartment buildings. As people grow accustomed to smoke-free bars and restaurants, potential tenants are drawn to smoke-free living environments, according to officials at some property management companies.

"Nationally, you're going to see more of it, and I think that's definitely a trend," said Anthony Greenberg, a vice president and development manager with the JBG companies, which built the Alaire. The building, which opened in March, is JBG's first smoke-free residential building, Greenberg said.

"We've gotten very positive feedback," he said. "I think the theory that this is in demand is definitely being borne out."

Montgomery residents lead the state when it comes to complaints from tenants about secondhand smoke from neighbors, said Rita Turner, deputy director of the Center for Tobacco Regulation, Litigation and Advocacy at the University of Maryland School of Law. According to data from several states, gathered by the Asthma Regional Council of New England, 25 to 63 percent of tenants can smell secondhand smoke from other rental units. . . .

The Blairs, an apartment community in Silver Spring, went smoke-free four years ago. In 2005, an elderly couple died at the complex after a smoking-related fire. ...

Rockville asks smokers to keep their distance from playgrounds

ROCKVILLE, Md. - Some new signs will be going up soon in Rockville public parks asking smokers to keep their distance.

The signs will say something like: "Children at Play - Please - No Smoking Within 40 Feet of the Playground."

The Rockville City Council approved the measure to ban smoking near playgrounds in city parks. However, the signs say "please" because there is no fine or penalty attached.

When the city council put the idea for the ban on their September agenda, several e-mails came in supporting the ban.

One mother wrote to the council saying she was worried about the influence some teenagers already had on her young sons.

"I dread the day that [my 3-year-old] asks me what the kids are doing when they smoke on the swings." ...

There could soon be an eighth deadly sin at a handful of Baltimore City churches, though it might not be etched into any stone tablets: smoking cigarettes.

Baltimore’s Board of Estimates voted March 4 to give $19,000 to six city churches taking part in a Smoke-Free Holy Ground Initiative, to be led by Koinonia Baptist Church Inc. and its spiritual leader, Bishop Douglas I. Miles. The effort is aimed at helping the city’s African-American church-going residents to quit smoking through a series of prevention programs and policies, including one barring smoking on church property.

Participating churches in addition to Koinonia include: Trinity Baptist Church, New Hope Baptist Church, New All Saints Roman Catholic Church, John Wesley Methodist Episcopal Zion Church and Memorial Baptist Church.
